तिब्बत में चीन के आवासीय विद्यालय : बच्चों के साथ दुर्व्यवहार और जबरन शिक्षा की सूचना देने वाली नई रिपोर्ट का दिल्ली में लोकार्पण

नई दिल्ली, भारत। परम पावन दलाई लामा के 90वें जन्मदिन के उपलक्ष्य में विश्व स्तर पर आयोजित हो रहे समारोहों के बीच तिब्बत एक्शन इंस्टीट्यूट ने आज 11 जुलाई शुक्रवार को अपनी रिपोर्ट, ‘जब वे हमारे बच्चों को उठाने आए: चीन के औपनिवेशिक आवासीय विद्यालय और तिब्बत का भविष्य’1- के हिंदी संस्करण का लोकार्पण नई दिल्ली में किया। मूल रूप से अंग्रेजी में 28 मई, 2025 को ऑनलाइन जारी की गई यह रिपोर्ट इस बारे में नए साक्ष्य प्रस्तुत करती है। इसमें उजागर किया गया है कि कैसे तिब्बती बच्चे चीनी सरकार द्वारा तिब्बत में औपनिवेशिक आवासीय विद्यालयों और प्रीस्कूलों के विशाल नेटवर्क में दुर्व्यवहार, उपेक्षा, शिक्षा और पहचान खत्म होने के संकट का सामना करते हैं।
इस लोकार्पण समारोह में प्रमुख भारतीय और तिब्बती नेताओं ने भाग लिया, जिनमें राज्यसभा सांसद श्री सुजीत कुमार, भारत सरकार के गृह मंत्रालय के पूर्व विशेष सलाहकार श्री अमिताभ माथुर, कोर ग्रुप फॉर तिब्बतन कॉज- इंडिया के राष्ट्रीय संयोजक श्री आर.के. खिरमे, तिब्बत में चीन की आत्मसात और शिक्षा नीतियों के प्रमुख विशेषज्ञ डॉ. ग्याल लो और तिब्बती सांसद और तिब्बत एक्शन इंस्टीट्यूट में एशिया कार्यक्रम प्रबंधक श्री दोरजी सेतेन शामिल थे। पत्रकारों, शोधकर्ताओं, अधिवक्ताओं, तिब्बत समर्थक समूहों के शीर्ष समन्वय निकाय- कोर ग्रुप फॉर तिब्बतन कॉज- इंडिया के सदस्यों और तिब्बती समुदाय के सदस्यों ने भी भाग लिया, जिससे कार्रवाई की तत्काल आवश्यकता पर बल मिला।
एक ओर जहां चीनी सरकार पुनर्जन्म प्रक्रिया में हस्तक्षेप करके ‘दलाई लामा संस्था’ को अपने कब्जे में करने की कोशिश कर रही है, वहीं दूसरी ओर वह आत्मसात करने वाली नीतियों के माध्यम से तिब्बती बच्चों को भी निशाना बना रही है। इस तरह वह अपनी नीतियों के माध्यम से एक अलग राष्ट्र के रूप में तिब्बत के अस्तित्व को खतरे में डालती हैं। तिब्बत एक्शन इंस्टीट्यूट द्वारा तिब्बत में चीनी सरकार की आवासीय व्यवस्था का पहली बार खुलासा करने के लगभग चार साल बाद 2, अब माना जाता है कि लगभग दस लाख तिब्बती बच्चे 3 इन आवासीय विद्यालयों में जबरन रखे गए हैं। रिपोर्ट स्कूलों और अन्य शिक्षा नीतियों के विनाशकारी प्रभाव के नए प्रमाण भी प्रस्तुत करती है। दुर्लभ, प्रत्यक्ष वृत्तांतों से पता चलता है कि छात्र शारीरिक और मानसिक शोषण का शिकार होते हैं और कुछ मामलों में तो उनकी मृत्यु भी हो जाती है। माता-पिता बताते हैं कि स्कूल में रहते हुए वे अपने बच्चों से आसानी से संपर्क नहीं कर पाते। बच्चों को कम उम्र में ही—कुछ ग्रामीण इलाकों में तो चार साल की उम्र में ही—उनके परिवारों से अलग कर दिया जाता है और उन्हें चीनी कम्युनिस्ट पार्टी के प्रति वफादार रहने के लिए मजबूर किया जाता है।

तिब्बत एक्शन इंस्टीट्यूट में तिब्बत मामलों और शिक्षा मामलों के विशेषज्ञ डॉ. ग्याल लो ने ज़ोर देकर कहा:

‘चीन द्वारा परम पावन दलाई लामा के भावी पुनर्जन्म के चयन की प्रक्रिया पर नियंत्रण स्थापित करने के प्रयास को उसकी औपनिवेशिक आवासीय विद्यालय प्रणाली के माध्यम से तिब्बती बच्चों की पूरी पीढ़ी को नया रूप देने के उसके बेहद परेशान करने वाले प्रयास के समानांतर देखा जाना चाहिए। ये कोई अलग-थलग नीतियां नहीं हैं, बल्कि ये तिब्बती पहचान, संस्कृति और आध्यात्मिक परंपराओं को मिटाने की एक सुनियोजित रणनीति का हिस्सा हैं। चीन के औपनिवेशिक आवासीय विद्यालय तिब्बती बच्चों को शिक्षित करने के लिए नहीं, बल्कि उन्हें धर्म-प्रचारित करने के लिए डिज़ाइन किए गए हैं। इस रिपोर्ट में दिए गए साक्ष्य मेरे शोध और मेरे अपने परिवार के अनुभव की पुष्टि करते हैं: चीनी अधिकारी जान-बूझकर हमारे बच्चों को हमसे दूर कर रहे हैं और उन्हें अपनी परंपराओं से अलग कर रहे हैं।”

हाल के वर्षों में चीनी सरकार ने तिब्बतियों द्वारा संचालित स्कूलों और स्थानीय गांवों के स्कूलों को बंद किया है, जिससे तिब्बती अभिभावकों के पास अपने बच्चों को सरकारी आवासीय विद्यालयों में भेजने के अलावा कोई विकल्प नहीं बचा है। वहां, जिन बच्चों की मातृभाषा तिब्बती है, वे लगभग पूरी तरह से चीनी भाषा में ही स्कूली शिक्षा प्राप्त करते हैं। तिब्बती भाषा की सामग्री, चित्र या सांस्कृतिक सामग्री को पाठ्यक्रम और कक्षा की दीवारों तक से हटा दिया जाता है, ताकि बच्चों को चीनी पहचान और संस्कृति से परिचित कराया जा सके।

श्री सुजीत कुमार, संसद सदस्य (राज्यसभा) ने कहा:

‘इस रिपोर्ट में किए गए खुलासे बेहद परेशान करने वाले हैं और तत्काल विश्व बिरादरी से हस्तक्षेप किए जाने की अपेक्षा रखते हैं। करुणा और न्याय पर आधारित एक लोकतंत्र के रूप में, भारत तिब्बती लोगों के साथ उनकी भाषा, संस्कृति और पहचान को बचाए रखने के संघर्ष में एकजुटता से खड़ा है। दुनिया में कहीं भी किसी भी बच्चे को आत्मसात करने के नाम पर उसके परिवार या विरासत से अलग नहीं किया जाना चाहिए। मैं इस बात के बारे में अथक प्रयासों के लिए तिब्बत एक्शन इंस्टीट्यूट की सराहना करता हूं और अंतरराष्ट्रीय समुदाय से बच्चों के अधिकारों के इन गंभीर उल्लंघनों के खिलाफ निर्णायक कार्रवाई करने का आग्रह करता हूँ।’

इन्ही चिंताओं को दोहराते हुए कोर ग्रुप फॉर तिब्बतन कॉज़ के राष्ट्रीय संयोजक श्री आर.के. खिरमे ने कहा:

‘भारतीय होने के नाते तिब्बत के साथ हमारा एक गहरा सभ्यतागत बंधन है। यह बंधन बौद्ध धर्म, भाषा और दर्शन की पवित्र परंपराओं में निहित है, जो सदियों से दोनों देशों के लोगों के बीच प्रवाहित होती रही हैं। तिब्बती भाषा, मठवासी विरासत और सांस्कृतिक रीति-रिवाज न केवल तिब्बत की अभिन्न पहचान हैं, बल्कि ये भारत की अपनी आध्यात्मिक और सांस्कृतिक विरासत का भी विस्तार हैं। निर्वासित तिब्बती समुदाय के दीर्घकालिक मेज़बान और साझा सभ्यतागत मूल्यों के संरक्षण में स्वाभाविक सहयोगी के रूप में भारत की नैतिक और ऐतिहासिक दोनों ज़िम्मेदारी है कि वह आवाज़ उठाए। तिब्बती बच्चों के अधिकारों की रक्षा और हमारी अपनी विरासत से घनिष्ठ रूप से जुड़ी विरासत की रक्षा के लिए इस विनाशकारी नीति को तत्काल समाप्त किया जाना चाहिए।’

भारत सरकार के गृह मंत्रालय में तिब्बती मामलों के पूर्व विशेष सलाहकार श्री अमिताभ माथुर ने कहा:

‘भारत को तिब्बत जैसी एक अनूठी संस्कृति को मिटाने के प्रयास के प्रति मूक-बधिर बनकर नहीं रहना चाहिए। तिब्बत का आध्यात्मिक उद्गम हमारी नालंदा परंपरा से जुड़ा है और जिसकी लिपि देवनागरी से ही निकली है।’

निर्वासित तिब्बती संसद के सदस्य और तिब्बत एक्शन इंस्टीट्यूट के एशिया कार्यक्रम प्रबंधक दोरजी सेतेन ने तत्काल कार्रवाई का आह्वान करते हुए कहा :

‘तिब्बती बच्चों की एक पूरी पीढ़ी को उनके परिवारों से अलग किया जा रहा है। इससे न केवल इन बच्चों और उनके परिवारों को, बल्कि समग्र रूप से तिब्बती समाज को होने वाली सामाजिक, भावनात्मक और मनोवैज्ञानिक क्षति दशकों तक महसूस की जाएगी। दुनिया की सरकारों और संयुक्त राष्ट्र को तुरंत हस्तक्षेप करना चाहिए और इस हानिकारक और दमनकारी व्यवस्था को तत्काल समाप्त करने की मांग चीन सरकार से करनी चाहिए।’

तिब्बत एक्शन इंस्टीट्यूट संयुक्त राष्ट्र, भारत सरकार और अन्य संबंधित सरकारों से आग्रह करता है कि वे चीनी सरकार से चीनी सरकारी आवासीय विद्यालयों में तिब्बती बच्चों के कथित दुर्व्यवहार, मौतों और मानसिक स्वास्थ्य संबंधी चिंताओं की तुरंत सार्वजनिक जांच कराने, आवासीय विद्यालयों और औपचारिक रूप से शिक्षा शुरू करने से पहले के प्रीस्कूलों की दमनकारी व्यवस्था को समाप्त करने के लिए और तिब्बती बच्चों को घर पर ही मातृभाषा में उच्च गुणवत्ता वाली शिक्षा प्रदान करने का आह्वान करें।

रिपोर्ट का विमोचन तिब्बत एक्शन इंस्टीट्यूट द्वारा भारत-तिब्बत समन्वय कार्यालय के सहयोग से नई दिल्ली में आयोजित किया गया।

China’s Boarding Schools in Tibet: Delhi Launch of New Report Details Abuse and Forced Indoctrination of Children

New Delhi, India – As celebrations continue globally to mark the 90th birthday of the Dalai Lama, Tibet Action Institute today hosted the New Delhi launch of Hindi translation of its report, “‘When They Came to Take Our Children’: China’s Colonial Boarding Schools and the Future of Tibet, [1]. Originally released in English online on May 28, 2025, the report presents new evidence exposing how Tibetan children face abuse, neglect, indoctrination, and identity erasure in the Chinese government’s vast network of colonial boarding schools and preschools in Tibet.

The launch event was attended by prominent Indian and Tibetan leaders, including Shri Sujeet Kumar, Member of Parliament (Rajya Sabha); Shri Amitabh Mathur, former Special Advisor to the Ministry of Home Affairs, Government of India; Shri R.K. Khrimey, National Convener, Core Group for Tibetan Cause; Dr. Gyal Lo, leading expert on China’s assimilation and education policies in Tibet; and Mr. Dorjee Tseten, Tibetan MP and Asia Program Manager at Tibet Action Institute. Journalists, researchers, advocates, members of the Core Group for Tibetan Cause—India’s apex coordinating body of Tibet support groups—and community members also participated, underscoring the urgent need for action.

As the Chinese government maneuvers to co-opt the institution of the Dalai Lama by interfering in the reincarnation process, it is simultaneously targeting Tibetan children through assimilationist policies that threaten Tibet’s survival as a distinct people. Nearly four years after Tibet Action Institute first exposed the Chinese government’s boarding system in Tibet [2], now believed to hold approximately one million Tibetan children [3], the report offers new evidence of the devastating impact of the schools and other education policies. Rare, firsthand accounts show that students suffer physical and mental abuse, and in some cases, even death. Parents report being unable to easily access their children while they are in the schools. Children are also separated from their families at an early age—as young as four years old in some rural areas—and indoctrinated to be loyal to the Chinese Communist Party. 

Education expert Dr. Gyal Lo, Tibet Specialist at Tibet Action Institute, emphasized:

“China’s attempt to dictate the future reincarnation of His Holiness the Dalai Lama must
be seen in parallel with its deeply troubling effort to reshape an entire generation of
Tibetan children through its colonial boarding school system. These are not isolated
policies—they reflect a systematic strategy to erase Tibetan identity, culture, and spiritual
traditions. China’s colonial boarding schools are designed to indoctrinate, not educate
Tibetan children. The testimonies in this report confirm my research and my own family’s
experience: The Chinese authorities are deliberately taking our children away and
disconnecting them from their roots.”

In recent years, the Chinese government has continued closing Tibetan-run schools and local village schools,  leaving Tibetan parents with no choice but to send their children away to live in government-run boarding schools. There, children whose mother tongue is Tibetan undergo schooling almost exclusively in Chinese. Tibetan-language materials, imagery, or cultural content is purged from the curriculum and the classroom walls, so that children are indoctrinated with Chinese identity and culture.

Shri Sujeet Kumar, Member of Parliament (Rajya Sabha) enunciated:

The revelations in this report are deeply disturbing and demand urgent global attention. As a democracy rooted in compassion and justice, India stands in solidarity with the Tibetan people in their struggle to preserve their language, culture, and identity. No child anywhere in the world should be separated from their family or heritage in the name of assimilation. I commend Tibet Action Institute for its tireless advocacy and urge the international community to act decisively against these grave violations of children’s rights.

Echoing these concerns, Shri R.K. Khrimey, National Convener of the Core Group for Tibetan Cause, stated:

“As Indians, we share a profound civilizational bond with Tibet—rooted in the sacred
traditions of Buddhism, language, and philosophy that have flowed between our peoples
for centuries. The Tibetan language, monastic heritage, and cultural practices are not
only integral to Tibet’s identity—they are also an extension of India’s own spiritual and
cultural legacy. India, as a longstanding host of the Tibetan community in exile and a
natural ally in the preservation of shared civilizational values, has both a moral and
historical responsibility to speak out. This destructive policy must be brought to an
immediate end to protect the rights of Tibetan children and to safeguard a heritage that
is intimately connected with our own.” 

Shri Amitabh Mathur, former Special Advisor to the Ministry of Home Affairs on Tibetan Affairs, Government of India, expressed:

“India must not remain not to be blind, deaf and mute to the attempted erasure of a unique
culture that traces its spiritual origins to our Nalanda tradition and the language of which is based on Devanagari.”

Dorjee Tseten, Member of the Tibetan Parliament-in-Exile and Asia Program Manager at Tibet Action Institute, called for urgent action: 

“An entire generation of Tibetan children is being torn away from their families. The
social, emotional, and psychological damage this is causing will be felt for decades—not
only by these children and their families, but by Tibetan society as a whole.
Governments and the UN must act now and demand an immediate end to this harmful and a coercive system.”

Tibet Action Institute urges the United Nations, the Government of India, and other concerned governments to call on the Chinese government to immediately conduct a public investigation into the alleged abuses, deaths, and mental health concerns of Tibetan children in Chinese state-run boarding schools, to abolish the coercive system of boarding schools and preschools, and to enable Tibetan children to access high-quality mother tongue education while living at home. 

The report launch in New Delhi was organized by Tibet Action Institute in collaboration with the India-Tibet Coordination Office.

[1] The report title is drawn from a quote by a Tibetan parent: “When they came to take our children, it felt as if they were searching for prisoners we were hiding. They tried every method to take our children from us.” The person was describing the pressure they and other parents faced from Chinese authorities to send their children, who had been attending a monastery school, to government-run boarding schools.

[2]  In December 2021, Tibet Action Institute’s report, “Separated from their Families, Hidden from the World: China’s Vast Network of Colonial Boarding Schools in Tibet,” revealed that Tibet’s education system had become primarily residential, with approximately 800,000-900,000 Tibetan students ages 6-18 living in a vast system of Chinese government-run colonial boarding schools. It alerted the world to the plight of Tibetan children and parents and led UN experts to express alarm at a residential school system that they said was “aimed at assimilating Tibetan people culturally, religiously and linguistically.”

[3] This number includes 900,000 students aged 6-18, the higher end of the range documented in Tibet Action Institute’s 2021 report (which we believe is more accurate due to continued expansion of preschool and grade school boarding and forcible transfer of more monks and nuns under 18 to state boarding schools over the past three years). Additionally, fieldwork by Dr. Gyal Lo, a Tibetan educational sociologist who fled Tibet and China in 2020—now employed by Tibet Action Institute—confirms the existence of a system of colonial boarding preschools for rural Tibetan children that he estimates houses 100,000 boarding preschoolers aged four to six.
