UN Expert Warns China’s Tibet Policies May Constitute Genocide

The UN Special Rapporteur on Minority Issues, Nicolas Levrat, issued a report dated 5 January 2026 for the 61st Session of the UN Human Rights Council suggesting China’s policies targeting Tibetan language and identity are a form of genocide. Citing the boarding school system in Tibet as an example of a practice leading to “extermination” of a minority group, he stated unequivocally that the system is aimed at “erasing the Tibetan language and identity” and preventing intergenerational transmission of culture and language. He later argues such policies “should be qualified as genocide and be treated as such by the international community.”

Tibet Action Institute has had a number of meetings and consultations with the Special Rapporteur to share information about the boarding school system and thanks him for his strong report.
